Crackling Barrier + Raise Shield does nothing

Have all my auras turned off on an amazon huntress trying to use crackling barrier with parry and it's not working at all. Seems bugged - it should work by all accounts, or something should be updated to prevent it from being socketed/reflect why it doesn't.
