Whirlwind expires before consuming or collapsing

Haven't quite pinned it down, but when using Whirling Slash, sometimes the whirlwind will disappear before I've cast Twister and without leaving the whirlwind for it to collapse.

I noticed it specifically during the Jamanra encounter when he's creating the sand storm.
I think it also happens due to lack of space in the environment, like near a cliff or wall.

Also happened during the Mastadon fight with the necromancers ground effect.
This is happening to me constantly. Sometimes its there and it just goes away without the explosion as if i stepped out. Sometimes ill be spamming the skill to setup for twisters and no ground effect even happens
im currently using the Dance with Death keystone with rondel, got high skill speed, and this currently happening quite often, where i constantly whirlwind slash forward but no whirlwind aoe was created, making twister dealing far less damage
Same here, also using Dance with Death. I don't believe it's the fast attack speed but I share the frustration of underwhelming twisters!

I think we may be hitting a cap or limitation of sorts with ground effects happening, resulting in the whirlwind not persisting after the attack animation is finished, perhaps the "persistent" whirlwind becomes a stationary ground effect that has nowhere to spawn. I will see the start of the whirlwind when I'm attacking, but it then disappears.

If every twister is it's own ground object and we're competing with other assets like chilled ground generated from frost bolt, maybe the problem lies somewhere there.
I've just learnt of an interaction where if the twisters are not fully empowered by whirlwinds, they will destroy/consume (maybe gain an empower level?) when they come back through the whirlwind. This may explain part of why the whirlwinds seem to just disappear.

On reflection I don't recall the whirlwind expiring (aside from collapsing) outside of when I have casted twisters.
This is happening to me also. Super frustrating and build destroying issue. sometimes I can walk through and not even see an enemy, but sometimes I cannot get a single tornado combo off at all. Super inconsistent.
Consider if this is what is causing you any issues. I don't believe it's a bug, but is frustrating if you're not aware.

oh yeah, this does seem to be what's happening. I hope this isn't intended, because it's very frustrating and kinda breaks the build when it happens

I agree it's frustrating, but it's not awfully bad.

It'll happen because
A) You've not managed to get to 3 stacks of whirlwind because you got interrupted, slowed, or couldn't count (I fail to count more often then I'd like to admit)
OR
B) You're knocked out of the whirlwind causing it to collapse AND you've hit your Twister button
OR MAYBE
C) The whirlwind disappears randomly. It does feel like this sometimes even though I have some AoE on my whirlwind.

The reason I don't think it's awfully bad is it seems to refresh the duration of the twisters, so with decent attack speed you can kinda chase your twisters.

One thing I would like to see, is some kind of Unique effect called "Storm Chaser" where your literally chase your Twister(s) (Room to make one mega-big twister maybe and/or maybe it follows you in Last Epoch whirlwind fashion) and is consistently refreshed by whirlwinds. This would open up Whirling Slash(strike?) attack speed and sticking to your twister, or throwing the Whirling Lance(?) spears at it which also sounds cool.
