Arctic Armor will not proc poison or bleed

Arctic armor won't inflict bleed or poison. I have envenom and lacerate socketed into it. The tooltip says it should be 58% chance to poison and 50% chance to bleed. They both seem to work fine socketed into other attacks, but won't proc at all if socketed into arctic armor.

poison only procs off of physical and chaos hits naturally and bleed only procs off of physical. Unless otherwise allowed to proc off elemental damage such as blood mage ascension cold damage from arctic armor will not bleed or poison. only chill or freeze.
Thank you very much for the reply. Is there something I didn't notice in the description for the supports, or is this just something you have to know? I would like to understand how I can better parse the information offered in game if that is possible.

From my viewpoint just using the term "hit" in the gem description means anything except dots and ailments. I also thought that seeing "chance to poison 58%" and "chance to inflict bleeding on hit 50%" in the tooltip was pretty overtly saying that it should proc at those percentages.

I completely understand if those are labeled that way due to EA, and need to be changed, but if I'm missing something that I should be seeing, I'd love if you could point me in the right direction.
Im a random dude on the internet thats played to much poe. But learning about things that hit, dont hit, how ailments are applied, what applies those ailments is just one of those poe things you learn. Things in the game can change these interactions like uniques, passives and ascendancies. Three dragons helmet changes elemental aiments.

As far as learning how it works, be careful on verbage in description, hold alt down to scroll over underlined words, and check the official wiki.

You can hover over underlined terms in-game to read pop-up descriptions. Lacerate and Envenom support gems have such descriptions for bleeding and poison respectively.
