Ixchel's Torment unique strongbox not activating

The bottom part of the strongbox is blocked by terrain, is this why it's not activating? I identified it so I'm at a loss here figured it's bugged.

It's a channel to activate.

am i crazy or was the fact it was channeling not obvious at all?
