Temper Weapon is so bad it has to bugged.

I am using temper Weapon and it is legitimately doing nothing for my clear or damage I am hitting enemies that are breathing on each other and they aren't getting hit by the AOE. It doesn't seem to apply extra damage to the main enemy hit either. If something with this much downtime to activate is only intended for clear it's radius needs to be tripled at minimum to be worth an ascendancy point.
For context I have a triple phys weapon in act 2 with plus 3 levels to melee skills gems 9% quality and 2 phys runes and I feel like do zero damage. My basic attack does about 2/3rds of the littlest white mobs health and the aoe from the temper Weapon is doing about the same damage despite saying it has over 400% weapon damage and that's when it actually hits.
This skill needs to be checked for bugs because shit is just not adding up at all to the numbers it says it should have. Also it makes zero sense for this skill to have a cool down when it already has a channel time. Why?

I am also truly baffled by this skill as I just ascended and took it first to try out and really... what's the idea with this thing. You have to spend a loooooong timing channeling it to get 4 charges and all of your abilities will consume the charges. I thought it would synergize well with perfect strike but since every other melee attack burns charges I pretty much have to channel a charge in combat right before using perfect strike. So the only time it really makes sense to use is for single target, but yea it doesn't seem to really do anything for single target. I'll be dropping this and just going for full defensive stuff on ascendancy. This skill absolutely needs reworked. They should at least change it so that it works more like Berserker Rage in PoE, like you cast to turn it on, then every kill extends the duration of the buff so it stays on in combat, and then only falls off if you've been out of combat for too long. In it's current state it's completely useless.

I saw a video with Quins Highlights of that and had to laugh so hard that I began to cry at the same time. I cannot remember when this happened last time in my life but thank you for that.
