Where is Offering Wand and Reaping Staff?

They've been in the data base since prelaunch. How are you going to add a bunch of bleed/blood related things and leave out blood themed spells? I originally planned to play with those 2 skills prelaunch, I'm really disappointed to see they still aren't in the game after seeing the item filter information thread.
