Heroic Tragedy jewel nullify Attribute Passives

I just got a Heroic Tragedy of Vorana and 6913 Seed. And I noted after equipping it I lose 5 Dex and 5 Int. this is because there is a Dex small passive and a Int small passive within its area. their text description becomes +5 to Any Attribute instead of +5 to Intelligence/Dexterity. I never heard this jewel has this negative effect, can someone pls confirm it is the design or a bug??? I spent a lot of Divine and the result is I can not use skills because of Attribute shortage so ridiculous!!! pls someone tell me what is happening!!!!!!!!

Did some research and others are confused aswell.

They don't know if its a bug or if its intended.
