Correct me if I'm wrong, but isn't this really just a service that pays you for taking surveys and such?

Oh, I recognize it.
No it's not a place to buy orbs. If you've played some of the smaller cash shop MMOs, it's the old 'do surveys, get money' deal. The whole 'help PoE' really isn't accurate. It's just you getting cash that you can use anywhere, including GGG's cash shop. Some games have a more direct setup where the surveys directly support the developers. As far as whether they work in general, some do. I used to fund my cash shop workings through a few. It takes a mountain of time, though. You also have to be very picky as most either are scams in hiding or offer payouts so horrible that it's not worth it. I'd offer some of the ones I know but they changed to become part of the second group. As for Prizerebel itself.. very VERY quick scan suggests this isn't one of the best but it's legit. I'm betting the OP gets a kickback but meh that's fine: last time I followed someone to one of these sites it worked out very well. I advise to those interested to do research on your own before going in and keep your expectations low on what you'll get out compared to how much you have to put in. There's a fraction of players who like consistency and predictability: killing boss X will yield item Y.
