GGG are fine if no one ever gets to lvl 100 in a 3 month cycle. Getting max level in PoE was always the carrot on the stick, it just got easier with new added content over the years.

If u really want an answer to ur question, whisper some of those 1000 people instead of throwing a tantrum because people don't have the expected asnwer in the forum. Probably none of those 1000 even visits the forum.
U can also try to ask Carn on his stream, he should know the answer.

If I had to guess, GGG probably put another XP penatly at 98 that would cut ur xp in half.
