Upper prison map practically fully revealed on first visit

Leveling a ranger in Phrecia league, enter act1 upper prison and the whole area was mosaic style explored/pieces of fog but revealed the whole map enough that you could see where everything was. Below is a screenshot where you can see where i explore by the lack of blue fog bits (lower left area of the screenshot).

The log shows entering upper prison -> lower prison -> upper prison as the revealed map made me think i was still in lower prison.

Running poe on linux mint through steam. Memory might have been running low as my fps was lower than usual before entering the zone (8gb RAM, GTX 970). No idea if any of that could have an effect on this. Reference number appears to be 707 256 663.
