Scepter summons fail and bug if auras automatically disabled

I was fighting a weird bug and finally figured out the trigger. Hopefully this'll help other people equipping a rattling scepter and having no minions spawn.

Summary: If you enter a situation where an aura is forcibly disabled it will also disable rattling scepters from summoning (as well as several other quirks)

Reproduce: Have a Martial Weapon in weapon set 1, and a scepter without a martial weapon in weapon set 2 (shields and wands both work). While in weapon set 1, enable an aura that requires 'any martial weapon', like Wind Dancer, but don't set up the 'per weapon set' function. Then, swap weapons to weapon set 2, which won't summon skeletons. The auras will successfully be disabled and spirit refunded.

Changing my Weapon Set 2 items around in this situation came up with a bunch of weird error messages. For instance, typically you can equip an item for which there's an unusable skill gem equipped, but it would give me errors, sometimes with the gems in my mainhand, but it will also happen if in Weapon Slot 2 during this bug, I have a shield with Shield Charge enabled. Remove the shield, then remove the scepter. Try to reinsert the scepter and you get the error 'Skill Gem Weapon Requirements Not Met. To Equip this Item, Remove The Following Skill Gems: Shield Charge'
