Unique item skills locking the level further than the item itself

this makes most unique pretty much useless, a lv1 Unique wand requiring lv78 just cuz if its skill

while the main idea is nice, a different approach would make it better

if a Lifesprig Attuned Wand gets dropped +ilv78 it gets a lv18 skill as default. good, the wand shouldnt have level requirement, and when equiped on a low level character, the Skill displayed on the skill list(G) should adjust accord to current char level, using the same steps as any Uncut gem, leveling up would level up the skill too, therefore removing the level req by the equiped skill

lv2 witch equip a ilv79 lifesprig with a lv18 mana Drain skill.
in this case, the item itself would keep the lv18 but the skill on the skill list would show as lv1

char goes to lv4, the item didnt changed but the skill shown at th skill list would be lv2(uncut gem lv2)

and so on..

this way we could at least try some uniques that are locked purely by the skill level and not the unique req level.
