Temporalis must stay. Also balance it by adding proper movement skills like Flame Dash
Then it still be strong for CoC builds but wouldn't be that OP (compare to Original Sin of poe 1, which is strong unique, but there are plenty of builds that do not need it).
And just add Flame Dash as a Skill - 4s cooldown, 3 charges. 500% more cooldown recovery if no monster is on screen. It will be great for evading the boss attacks and moving on the map. I find myself playing solely because of Temporalis now. It feels like proper game when you can at least spend time fighting monsters and not walking empty map backtracking or looting. Without it the game is boring and small, the characters are super slow (even spark etc. who can clear whole screen but then suffer while looting splinters). ... And no, you can't have slow combat and Breach with Delirium in the game. If you want slow combat, you need to have maybe 50 monsters in a map. So give up on Ruthless dream.
