Blackflame inconsistency with Xoph Catalysts

Blackflame has two modifiers related to ignite/fire "Reduced Ignite Duration on Enemies" and "Increased Magnitude of Ignite you Inflict". Using Xoph's Catalyst on the ring only affects the first modifier but not the second despite neither being tagged as unscalable and both relating to ignite.
