Warcry speed unaffected by skill speed?

Skill speed's description says it stacks additively with warcry speed, but when I have onslaught active (20% increased skill speed) the use time of my warcries does not change. Using the Thrillsteel unique helmet (which gives onslaught), my warcry use time is the same with it equipped as it is with it unequipped.
