Meta Skill (Cast On Critical/shock)

I am following a content creator’s build. I have a simple question of why one of my skills (lightning conduit) isn’t benefitting from my +5 lightning skills from the wand and +3 all spell level from my amulet when socketed inside either cast on critical or shock?

When viewing the creator’s skill binds I see that their’s benefits from the added levels while socketed.
