Strongbox Atlas node, Arcane Locks not applying

I see the value of Strongboxes rising if Arcane locks actually applies, but it doesn't. It could be the only way to get 20+ quality on your gear without corruption which is huge for min-maxing. Arcane locks is suppose to increase the explicit modifiers on strongboxes by 50%. The tooltip of my strongboxes dropping 10% quality is a lie, it's only 7% (the value before applying arcane locks).
