Cannot leave Temple of kopec due to not having the required quest state

I went through Temple of Kopec in an instance with a friend. After we beat the boss my friend spoke to Alva to ride the elevator up. The cinematic played out until the point when you are supposed to transition to the Ziggurat Encampment, at which I receive the message "You do not have the required quest state." My friend left the ziggurat as normal. I can spawn a portal to the Ziggurat Encampment but when trying to use it I am told I do not have the required quest state. I joined a party member in an act 2 area and was able to use the waypoint to get to act 3, but the Ziggurat Encampment, Jungle Ruins, and Infested Barrens are gone.
