Combat Frenzy Gem Level having no effect

Hello,

I noticed that when I activate combat frenzy the reduced cooldown between charges is not working. See attached images. While inactive it shows the correct cooldown between charges according to the tooltip and gem level. When activating, it resets to I suppose the base cooldown.

Bump -- I just was looking at moving some gems around and had the sheet up looking at things again and noticed the same thing for my combat frenzy at lvl 19 gain interval when active is at 3.45s but when unactive it shows 1.65s?>

This is very hard to test in game...wish we had a target dummy could solve a lot of problems......
