Merc Bow bug

So after the issue of being unable to weap swap at all and weap swapping bricking merc i now found something else. I gave up on weap swap and two different spec trees since it does not work.

I cannot even use Tense Crossbow unique Rampart no matter what i do now after i found one. I remove everything and put only the CB and i cannot use any skills at all. Not even the basic crossbow shot.

I am surprised after all the reports nothing is done to fix these things.
