Ignites not working after I use The Three Dragons Solid Mask

After I use The Three Dragons Solid Mask, firewall and burning ground ignites both not work as expected. Since Lighting ground still apply shock, I expect ignites skill or buring ground will work the same. is it a bug?

Shocked ground inflicts shock by non-damaging means. That's why Three Dragons doesn't affect it.

so that mean firewall and burning ground become no effect is expected behavior? or shouldn't the damage still there and become shock chance?
