Can't access endgame in Poe 2 - Speak to Doryani (Legacy of the Vaal)

Hi, I can't access the endgame on my second character. Stuck on the quest 'Legacy of the Vaal'. It says 'speak to Doryani' but he doesn't really want to speak.
I've found some solutions on the web, but they don't solve the problem in my case.

Did you find solution to this? Because I am having exact same problem. I can see my other characters progress in maps. I tried to complete one Tier 1 map but it did not help either.
