Unable to do Quest Treasures of Utzaal

I am on my 5th character Warrior ACT3 and the quest of treasure of utzaall shows up for me, but when i go to the drowned city, and find the location. There is no interaction there. Just an old busted down door. No ability to teleport the trader. I have logged off he game and back again and still the same issue.
