Attack speed and dexterity passive skill decreased attack speed and dexterity instead of increasing

The passive skill [Attack Speed and Dexterity] next to Falcon Technique passive decreased attack speed and dexterity instead of increasing them. I used refund passive skill to try and undo it, only to loose another 2% attack speed and 5 dexterity

Character now has -4% attack speed and -10 dexterity

My problem is that I get +5 in INT instead of +5 to DEX. Don't know if my Speed is lowered though.
