Skills like Herald of thunder cause Siphoning Strike to not grant a Power Charge/create Shockwave

If you use the Siphoning Strike on a shocked enemy then some skills, for example Herald of thunder or Elemental Expression will trigger first, causing the Siphoning Strike to not grant a Power Charge and create Shockwave.
