Ugrading Skills not working on certian critiria

I found a Bug were it is not possibile to Upgrade equiped Skills to a higher lvl with uncut skill gems, When the attribute requierments are setisfide with Jarngreipr or the Gemling Acendecy. You can still create new ones if the skill is not equiped.
