PVP will never work in an ARPG. It doesnt work even in D2 (no matter what some super tiny minority say). And to understand WHY you must go check best PVP moba games and see how they are made, how items are made, how skills and chars are made. Short answer: as minimum variables in every system as possible (total opposite of what poe is).

If you want pvp in POE2 - it will work only with preset characters with fixed unchageable build, fixed unchangeable items. But I doubt you'll want to play this way.
