Slow walking (blink + any skill)

in my example when i hold down the key for spark then blink and after i blinked release the key for spark i can only walk very slow as though im still casting spark and get the movement penalty. it resolves itself when i use spark again.
i tried it out with some other skills and it is replicable so its some kind of bugged blink + any skill interaction
