Uniques stats should scale with level.

Almost every unique drop is bad. And yet the game makes such a big deal about a unique dropping. It's comical.

Oddly enough some of them already do (the ones with a skill tied to them).

I think the biggest issue is that there are too many downsides, comparatively, to wear most of them. Reminds me of when GGG took its time to do a Unique buff pass on PoE 1 since most of them had too many downsides to make their unique trait worth.
That dopemine hit really feels bad once we realize 99% of uniques are trash. And the majority of the good ones are locked behind Expensive / Time Consuming Boss fights.

So far most Uniques in PoE 2 = shard of chance


Chance orb = 0.0001% chance to work and 99.9% to destroy the base.
