Character Bugged After Re-specing

I decided to re-spec my witch... and I happened to be wearing a shield that I could no longer wear after the re-spec. Something weird happened and my character is now bugged whenever I put on any armor. I put something on, it glitches out and I can't move it / take it off. And also that "ding" sound you hear when you equip something starts going off non-stop until I restart the game. I log in, try to move my armor and it starts happening again.

I've tried restarting the game, repairing game files and spent like 400k on trying to re-spec again to fix it. Nothing has worked.
