Time-lost jewels balance issue

Started collecting time-lost jewels and right away noticed they heavily favour certain builds over others based on the location of the sockets/node cluster on the passive tree.

I'm playing as a cast-on-ignite infernalist and found there aren't really sockets near the fire/elemental nodes, but lightning has some areas, minions has multiple clusters that can be covered by 1 jewel and the entire cold cluster at the top can be covered with a 'small' jewel.

I rarely play other classes so don't understand the bottom half of the tree much, but does anyone know if it has this same issue im having? Considering how powerful these jewels can be it seems like an insane power discrepency
