corrupting lvl 20 skill gems with +1 outcome doesnt work

i have corrupted spark level 20 with successful attempt to +1 to skills and it doesnt improve the skill at all, it is the same damage as level 20 skill gem

Same with my Shockwave Totem - lvl 21 corrupted with the same stats as lvl 20...

All +1 gem levels from corruption doesn't seem to work.
Tested with Archmage & Spark also. |
