Amulet spirit bonus not working?

Amulet spirit bonus doesn't appear to be working as intended. With 45 total spirit I should be able to reserve 30 for my skully bois and another 10 for the support gem that enhances temporal rift.

ATM, with the amulet equipped, temporal rift ceases to function.

Additionally, when I remove it, temporal rift begins to function again but raging spirits gets disabled. This seems somewhat backwards to me, but it might be related to the order I have them listen in the skill gem menu in which case that part is fine. But with 45 spirit I should def be able to use both at once.
