Shockchain arrow feedback - overly complicated for no payoff/reason

As the title states, this is somewhat a joke of a skill as it stands now.

Overall description:
"
Fires a Lightning-infused arrow that homes in on Shocked enemies. Hitting a Shocked enemy will Consume the Shock to charge the arrow, causing it to release a damaging shockwave and split beams towards up to two nearby targets, prioritising ones which are Shocked. If the beam hits a Shocked target, it will release another damaging shockwave and can continue to Chain.

Looking at the skill it has 3 subskills:

1. Projectile

"
Supported Skills Cannot inflict Shock
Converts 20% of Physical Damage to Lightning Damage
Cannot Chain
Arrows always Pierce while flying towards a Shocked enemy

By default it does not pierce, and the original description of "homing" is straight up a bug/lie. It fires in a straight line, and has no homing capabilities.
This subskill consumes shock. It converts a measly 20% of phys --> lightning, and it has HORRENDOUS SCALING: (40-125)% of AD.

2. Beam

"
Supported Skills Cannot inflict Shock
Converts 100% of Physical Damage to Lightning Damage
Chains up to 10 times

So after a shocked target has been hit by the projectile, it now spawns 2 beams that by default jump to 1 target each. If by any means you manage to hit another shocked target it'll chain once more for each shocked target it hits.
Scaling is horrible: (40-125)% Attack Damage

3. Shockwave

"
Supported Skills Cannot inflict Shock
Converts 100% of Physical Damage to Lightning Damage
Shockwave radius is 2.5 metres

First one with actual half decent scaling: (120-374)% of Attack Damage.
Note: this only spawns when you hit a shocked enemy with the beam

So, at first glance, this looks like a pretty decent skill right? Until you start reading it: the first shocked target you hit will only charge the beam, it will not be hit by the beam nor will it be hit by the shockwave (unless it's stupidly close to the shockwave target).

So overall, this is an overly complicated aoe clearing skill which requires a bunch of targets to be shocked.

It does nothing on single target bosses due to never having the second target to actually spawn the shockwave off. Everybody just better in this game pressing lightning arrow once more instead of this horrible skill.

That's not to mention how hard it is to get shock on a target at lower levels.

How to fix this: make the arrow not consume the shock, and let the initial beam also hit the initial target.
Also set the beam always to at least 3 chaining targets instead of 1, up to 10 if it hits more shocked targets.

That way, it becomes useable on single target and gives a bit of a bulkier hit on shocked targets if you want a payoff skill that actually pays you off for doing this.

This beam will only appear if your arrow managed to hit a shocked target.

Example of the skill usage:

If there's a pack of mobs (say 5) with 2 shocked enemies (target 1 & 3) in it, the following happens:
1. Arrow fires, "homes" in on shocked target (target1)
2. Arrow hits target, arrow has little-to-no AD scaling, arrow does laughable damage, consumes shock, spawns 2 beams with chain = 1.
3. Beams chain to 1 target each, 1 of the beams priorities the shocked target
4. Beams do laughable damage (40-125)% of AD damage.
5. Beam1 fizzles out after hitting target2
6. Beam2 hits shocked target3, causes a shockwave which deals actual good damage (120-374)% of AD, beam2 gets +1 to chain
7. Beam2 fizzles out affter hitting target4

So in a pack of 5 mobs, out of which 2 are shocked, you wouldn't even hit every mob unless you get lucky wit the shockwave area, which again, is laughable at 2.5m.
Non of the subskills (arrow, beam, shockwave) can shock, arrow consumes the shock, not sure if shockwave or beam also consume it.
