Load High Velocity Rounds Not Reloading Properly

While Using high velocity rounds with an extra round from my crossbow and a support gem, there is an odd reload animation or bug that happens quite often where after spending all three rounds and then proceeding to reload the character keeps jittering and acts like he's shooting but isn't. This leads to no reload or bolts being fired until the animation plays out three times.
