Fragmentation rounds should have the AoE Tag and supports

Just a thought, the Fragmentation rounds have an area of effect component when hitting frozen targets, with a radius and everything.

Yet, the skill does not have the AoE tag to it and AoE support gems do not work with it. I expected it would but realized it does not, and I personally thought it should.
