Need a budget PC to maximum POe 2 setting

I just bought a 4060 and pair with my old 9400f and reliazed that this game is CPU bound. the fps is just around 20~60 fps really make me insane, especially in PARTY... even forced the game running at 2880 x 1620 by using Nvidia DSR (on 1080 monitor) and set everything at maximum doesnt change anything at all. my old 1650s can run the game with 20~50 fps with fsr (of course no DSR/DLAA).

So I decided to suffer no more. lets just say my budget is about ~500$ in cash plus my 4060 and a 650w PSU. what should I do? I want everything is maxed out and stable at 75fps without a drop (even playing in party). is it possible to achieve this with that budget?
many thanks :D

That power supply could be your whole issue if you need more. You do the math on that.

AMD Ryzen 5 7600 6 core, at Micro Center 169.99
Refurbished board with no wifi for under $100 if they have any to fit the right socket.

Mine plays great on a 4080 same setup, change the option from direct x to Vulkan(in the poe options menu) though if you have any issues.

I run that processor with that board and a 4080 can play 4k on Max everything. Record, and stream also if I want.

That is a tall order dude...

A CPU/Motherboard combo alone will take more than half of that and that 650W won't be enough, that'll need to be replaced, that's another $80-150 for a decent one, I'm sure you'll need an NVMe and like 16GB ram... I'll check PC part picker, but I don't see $500 being anywhere near enough wanting to play at max settings.
I got the sauce.

POE2 enjoyer.

thanks. just post the possible lowest budget that match my needs.
Im just playing on 1080p and want a stable 60-75 fps. I already have an SSD Samsung 970 EVO Plus 2TB.
Just know that there is no PC to run juiced content party with decent fps.

this budget should be enough for a strong single core AMD, and cl-30 ram if you get them used/refurbished from china direct (about 50% of retail). then just get a used last gen mobo and you good to go. m2 wont do much for you anyway, and 650W with 4060 should be ok. but to run at max setting you will have to up that 4060 eventaully

my friend has 12400f+rx6600 and he has decent fps with full party. 60 fps without a single drop fps (actually there was some -1~3 fps, some time to 50 but rarely to occur). we are running t10 map right now. he has everything at max setting except shadow quality at low (default)
