Item Rarity not applying on character screen

No matter what item I equip with rarity % mod, it does not show on my character screen at all.
In this particular case whenever I equip an amulet (w/ 18% rarity implicit) on my level 68 Stormweaver. Nothing shows on my stats as having rarity...
