Strongbox problem. No unique.

Twice now I have had a strongbox roll that it had a unique item. Twice now I have had it give me a chance shard but not a unique. Does anyone know if this is intended? Are they rolling off a larger table and if the unique isn't in the game yet you get a chance shard?
