Expedition/Tujen Question

Expedition encounter in an atlas map.. Tujen, did the explosives, talked to Tujen. He has no options. Does not sell anything, etc. I have these exotic coinage, etc I got from doing the explosives so I google this and see he is supposed to sell you stuff and I can use these coinages, etc to refresh his inventory.

Is anyone able to tell me why, when I interact with Tujen, there are no options like buy/sell etc?
