Shield Charge skill + Now and Again passive

Hello,

Shield Charge doesn't work correctly with the Chronomancer's "Now and Again" passive (that gives skills 33% chance to not consume a cooldown on use). Shield charge can either be in "2 states":
1. The passive never procs
2. Shield charge has no cooldown every time.

The "states" I describe seem to be "chosen" upon entering a map and are valid for the entirety of it, unless you go back to town.
