No, you don't need more situational skills. They won't help if there's a swarm of 100 mobs rushing at you at lightspeed and the time you spent deciding which one to use is much better spent pressing your trusty "kill whatever" button and hoping for the best.

First we need less monster density and proportionally more rarity. Or just give up on slow and methodical and give maces some zoom zoom skills everyone else has.
You dont NEED more situational/utility skills. You can always have 1-button zoom zoom PoE1 combat. Which is pretty much what PoE2 is doing now.

You do need those skills if you want to mix it up. I already said enemy AI is a whole other discussion.
Without even touching mon density you can adjust parameters like speed, formations, attack timing (as in ranged monsters not syncing up on volleys) and regular balancing of offensive and defensive stats.

Even if you brought all of those in line, the Mace still has a big lack of thematic skills that wont be solved with other melee weapons. I recognize that the types of skills or changes to current skills are mandatory if you want more varied builds.

If you are using 8 skill slots you for sure can dedicate 1 or 2 to relative repositioning (of both yourself and small mobs) and CC. This currently is not a thing in PoE2

They already have that now. Depends on class, but Mace warriors have some of the fastest clear speeds (ignoring mobility skills). As fast as you can move, you can pop entire screens instantly. This falls entirely into the zoom-zoom meta
