Game freezing and latency spikes about 50-500

Hello GGG
My game sometimes been very lagging(micro freezes) and latency spiky about 50-300(normally lower then 10, server Moscow) up and down up and down every 2-3 seconds. this problem starts in the evening and ends after midnight.

I can't run maps in Atlas=(

And one more question, can you post here or PM Moscow server address? I want check my internet connection(ping and tracer) with my internet provider from my room to Moscow server.

UPD: I don't know how it can be BUT, I stay in H\o my server is Moscow, when I enter on maps my server is..... Frankfurt. How GGG? How? Fix it, please

Have same problem, on poe 1 same problem but its playeble (ping just to 200-300), in poe2 ping spikes from 10 to 800, game freeze for 3-4 sec, ind play with 3-4x speed after, BUT sometimes in some server all ok, ping 4-10
