Chill threshold is higher then Freeze threshold for minions?
At this moment, for minions, it seems it's easier to freeze with cold damage, then chill. I'm using Frost Mages, they deal cold damage. Often they freeze in one hit, sometimes in 2-3 hits, but somehow, their chill effect is very low.
