Crackling/Elemental quarterstaves quality/scaling issues.

I've been checking one of the most common weapons for the monk in Act 2, the crackling and advanced crackling quarterstaff for the monk. They operate off a base lightning damage, no physical.

What I've noticed is that it doesn't seem to register the martial weapon quality increase modifier as eligible for its base stat (lightning damage) increase. Increasing the quality does in fact do nothing to it.

Adding to this, if an exalted orb rolls a % physical damage increase modifier, it also does absolutely nothing, this is also reflected in the average DPS of abilities.

Indeed, Crackling Quarterstaves and Smithing Hammers seem very underpowered. The Elemental damage affix works differently than "+% physical damage" does, as it is spelled "+% elemental damage with attacks". Not nearly as effective as the former.
