Charms need work

In general, I think the charms are a miss and some work to bring the mechanic in line with the flasks of POE is sorely needed. I have yet to find or craft a belt with more than one slot. Slots should be implicit and scale with Acts so 3 slot belts become available moving into maps and endgame.
