Tempest Bell is fun but probably too strong. How to "nerf" it without ruining it.

Per the title, Tempest Bell is fun and I don't want to see it destroyed. However, the Bell is also very strong and has near permanent uptime. I propose a change that will keep the Bell usable and fun, but reign in how overbearing it feels on the Quarterstaff It basically feels like a mandatory skill currently due to how good it is and easy it is to use.

The proposed solution is to have the Combo required to use Tempest Bell scale with it's skill level, much in the way the Bell scales how many hits it can take before being destroyed. This way it still starts with low combo required to use when you first get it so it's easy initially but also expires relatively quickly. At high level it will take a large combo to put the Bell down but then it will last a while as well. This encourages scaling into attack speed in order to generate and consume Bells faster while making it harder to utilize for low attack speed Quarterstaff characters, making it less of an "always pick" option.

You can also stop leveling the Bell at a point that feels good to use. It'll deal less damage than a higher level Bell but you can make up some of that difference by being able to deploy it more frequently/consistently.

For reference, I am running Culmination (linked skill can build combo, 2% more damage per combo on use) and I can easily get to 20 Combo on any tanky rare/boss and have gotten to 100 Combo on occasion so giving the bell +1 required Combo per level (for example) would still be well within the realm of using regularly for most monk builds.
