Performance issues with Radeon 7900XTX and Ryzen 7 3700X

My CPU sits at 30% utilization and I only get 40-90 FPS on 7900xtx which is underutilized as well and uses 250-290W of 400W.

Computer specs: CPU, GPU, RAM.

Ryzen 7 3700X
Radeon 7900XTX
Corsair Vengeance RGB PRO 16GBx2 3200MHz

Game Settings: Renderer, Triple Buffering, Multithreading, etc. And if changing any of these helps.

Vulkan renderer, Triple buffering, Multithreading enabled
Changing Vulkan renderer to DX11 gives 10 more FPS, everything else gives the same FPS regardless of ultra, medium, or low. I was told the issue is that the game only uses 4 threads of my CPU.
