There's a lot more thought about how and when to let more people into the closed beta than just server limitations.

" Imagine 10000 people reporting bugs when you only have enough developers that can handle 1500 bug reports a week (numbers pulled from nowhere btw). This I think is why they are doing it this way, albeit with their own twist. Less testers to start = faster development and bug fixes/changes/balance fixes. OG 2011

And most importantly for PoE, as long as the devs are getting what they need from the beta, we should be happy.
