Does Voll's Protector work as intended?

tl;dr: Voll's Protector unique chest generates Power Charges with skills that consume them.
I have been experimenting with some non-meta builds and have noticed something interesting. There is a unique chestpiece called Voll's Protector, that gives you 25% chance to gain Power Charge on crit. I am happy to see that, as there is almost no ways of getting charges and I hope we get more of those in the future. But the one thing that I am not sure about: this allows you to generate charges with skills that consume them as technicaly it is not the skill itself that produces them. In my case I am playing Bonestorm self-casting (weak build btw, may not even be a B tier). Bonestorm can consume your Power Charges to make projectiles explode, dealing damage in AoE (instead of almost 1 target). This skill is unplayable against non-boss targets without it. So long my rotation was Profane Ritual (genearte 1 charge from corpse) - charged Bonestorm - repeat. Annoying! Especially with skill itself being channeling one. But then I run into this Voll's Protector chest, and now my Bonestorm generates Power Charges for itself. Cool! (Probably still underperforms, but you may try if you want) I know that there is some build that use Resonance keystone to generate one type of charges but get others instead, wich allows for self-sustainable builds. But overall idea of PoE2 seems to force us to combine skills, as I was doing with Profane Ritual. So please tell me that my chest is not an exploit and this actually works for all crit builds to generate Power Charges even with skills that use them. upd.: Apparently, this generates only one Power Charge for cast, even if you use skills with multiple projectiles.
